Overordnede mål

The objective of the Citizen Participation Intervention is to strengthen and prepare the people’s organization (PO) of internally displaced persons (IDPs) called Lombay Ka Marawi (translates to Arise Marawi) for a leading role in an equitable and inclusive rehabilitation of Marawi City.

Umiddelbare mål

The Intervention will pursue - training - organizing dialogs - consultations and other activities that will consolidate the membership, strengthen the leadership, and expand LKM beyond its current reach of the IDPs assisted in the DERF project. The Intervention will seek to bolster alliances with key stakeholder groups (e.g. Lanao Imams League, Office of Muslim, Higaonon and Other Cultural Communities), by implementing joint activities and promoting shared advocacy agenda.

Målgrupper

The target groups in the partnership intervention are the organization of Lombay Ka Marawi and its members (current and prospective). The total primary target population is as follows: Current membership DERF-assisted IDPs in Iligan City (Bgys. Tomas Cabili and Ubaldo Laya) and Pantar Municipality (Bgy. West Pantar) - 1,539 families Target expansion areas Sarimanok Tent City Site 1, Bgy. Marawi Poblacion, Marawi City - 109 families Sarimanok Tent City Site 2, Bgy. Marawi Poblacion, Marawi City - 219 families Home-based IDPs in Bgy. Mahayahay, Iligan City - 300 families (est.) The total number of targeted households for the Citizen Participation Intervention is therefore about 2,167. The DERF Project data suggest that the ratio of women to men in IDP settlements is almost equal (52% women to 48% men). The under-18 years age group is also almost equal to all other age groups taken together (48% under-18 to 52% all other age groups).

The objective is to strengthen and prepare the people’s organization (PO) of internally displaced persons (IDPs) called Lombay Ka Marawi (translates to Arise Marawi) for a leading role in an equitable and inclusive rehabilitation of Marawi City. The Intervention focuses on partnership and networking activities that will build up and support the claim of Lombay Ka Marawi as a rightful and capable stakeholder in development. The intervention is intended to strengthen LKM both internally and externally so that its proposals for an equitable and inclusive Marawi reconstruction cannot be easily ignored. The Intervention will pursue training, organizing dialogs, consultations and other activities that will consolidate the membership, strengthen the leadership, and expand LKM beyond its current reach of the IDPs assisted in the DERF project. Focus of expansion will especially be on IDPs living in the Sarimanok tent cities in Marawi, and home-based IDPs in Barangay Mahayahay in Iligan City.
