The proposed intervention is the delivery of services addressing unmet needs of community- and home-based IDPs. Based on observation and experiences of the local organizations in ongoing relief operations, this group of IDPs have much less access to goods and services than those in government-designated evacuation centers. This include inadequacy of space and facilities, as well as lack of identity documents. A tentative assessment of conditions among community- and home-based IDPs indicates that health interventions, psycho-social support, and flexible cash grants are gaps in available assistance. These are the services that the intervention seeks to deliver by linking the efforts of several local organizations in a selected number of communities, modeling an integrated and inclusive delivery of humanitarian assistance.
