Overordnede mål

The development objective is to assist in the inclusion of people with disabilities in the Kyrgyz society by empowering them and their organisations to advocate equal rights. In this project the mission is focusing on communicating that young people with disabilities are valuable, capable individuals and that inclusion initiatives are worthwhile. And doing this by establishing a replicable model of services for integrating young people with disabilities into the labour market, thereby offering them possibilities for living a more independent social and economic life, which is impossible when they are institutionalized

Umiddelbare mål

Specific Objective 1: Organize 2 local action groups (LAG) to advocate for social and economic inclusion of young people with disabilities; respectively in Bishkek (city) and Nooken (rural local community). Specific Objective 2: Increased NGO capacity to become local action groups facilitators (in the context of advocating and establishing job training and job opportunities for young people with disabilities)

Målgrupper

Direct beneficiaries: The ultimate target group is of course people with disabilities in Kyrgyzstan: According to the Ministry of Labour and Social Development the official number is 168,174 people (1/1/2015). And a careful estimate from WHO says around 190.000 people with disabilities. The direct beneficiaries are ? 224 young people with disabilities ? 20 professionals in JIF relation ? 800 family members and people with disabilities ? 800 local community and civil society representatives ? 160 local and ministerial representatives ? 188 social worker students Secondary target group: The model developed in the project shall be disseminated to administrations and civil society representatives in all districts and local communities. The oblasts of Kyrgyzstan are divided into districts (raions), administered by government-appointed officials. Rural communities (aiyl okmotus) consisting of up to twenty small settlements have their own elected mayors and councils. In addition, there are 52 disticts, 430 ayil-keneshes and also 21 towns and 29 "urban type settlements" - making 480 entities in the third tier of local administration.

Mennesker med handicap i Kirgisistan er blandt de mest sårbare grupper pga. kultur, faglige sovjet traditioner og manglende ressourcer. På trods af at Kirgisistan har tiltrådt FN’s Standardregler for handicappede. Derfor er det en stor udfordring at gennemføre inklusion – især på arbejdsmarkedet – som kan føre til et mere selvstændigt liv, hvor mennesker med handicap tager del i deres lokalsamfund. Dette projekt har til formål at styrke fortalervirksomheden på dette felt, gennem på den ene side opbygge kapaciteten hos en række NGOer nationalt, regionalt og lokalt ved at træne facilitatorer, der kan hjælpe med at gennemføre Collective Impact forløb i lokalsamfund i 4 regioner, og på den anden side skabe fundamentet for et netværkssamarbejde mellem de civilsamfundsorganisationer, der arbejder med at promovere inklusion. Desuden vil projektet i første fase skabe 2 model strategiske faciliteter, der lokalt arbejder med introduktionsforløb til job eller erhvervsuddannelse for unge mennesker med handicap, placeret i to lokaliteter: i landområde og i hovedstaden. Og demonstrere at inklusion på denne måde er økonomisk bæredygtig, fordi man kan skabe indtjening og samtidig flytte ressourcer fra de store institutioner og få mere for pengene – og et værdigere liv for mennesker med handicap.
