Overall targets

The Action is aiming to support agricultural cooperative development in Oddar Meanchey Province, Cambodia. A Provincial Agricultural Cooperative Union (PACU) is established - in line with the Cambodian sub-decree on Agricultural Cooperatives (ACs) and West European best practice - to aggregate ACs, improve bargaining power and to represent poor farmers in policy dialogs at provincial and national level. Existing 9 ACs are upgraded to fulfil their mission in a more professional manner e.g. further development of business activities operated by ACs, secure accountability and transparency of their organisations, deliver appropriate services to members – including existing Self Help Groups - and to influence decision making regarding rural development. Democratic, organisational and commercial capacity of the PACU and ACs is built, which significantly will improve long-term sustainability of previous interventions.
