Overall targets

The objective is to strengthen civil society organisations promoting climate action and transition to sustainable energy in Eastern Europe in general and in particular in Ukraine and Belarus. The project shall directly contribute to the following SDGs: Reduce greenhouse gas emissions in sustainable ways (SDG13), Increase renewable energy and energy efficiency as well as providing people that lack it today with affordable energy (SDG7), Increase jobs in green solutions (SDG8), partnership between CSOs, local CBO's, municipalities, and other stakeholders (SDG17). This will in turn contribute to other SDG's such as poverty reduction (SDG1) with more affordable energy + job creation.

Immediate targets

a) Increase national actions for sustainable energy in Belarus and Ukraine with proposals and promotion activities for the proposals, as well as via information and exchanges with Civil Society Organisations (CSOs) also in other Eastern European countries. The expected outcome is that by the end of the project, national decision-makers and stakeholders will know key proposals promoted and are considering them in national climate and energy plans. b) More ambitious municipal transition to renewable energy. This will be realised with (i) development and promotion of tools to improve municipal Sustainable Energy and Climate Action Plans (SECAPs) and with (ii) proposals for municipal energy management systems, as well as with promotion of citizens involvement (see specific objective c). Improved SECAPs and energy management plans will cover 3 municipalities (two in Belarus and one in Ukraine). The expected outcome is that by the end of the project, the municipal decision-makers will have agreed to improvements in SECAPs and in Belarus also to municipal energy management systems. c) Increased CSO & citizens involvement in renewable energy and energy efficiency. This will be realised with promotion and fundraising of citizens' energy advisors on municipal level and with promotion of simple, affordable energy efficiency and renewable energy solutions that citizens can do and that they can benefit from. The activities will both be in the three municipalities and in the Eastern European region, where the project will involve and strengthen CSOs and their networks. The expected outcome is that by the end of the project fundraising is ongoing for at least one energy advisor (in Belarus) and that at least 6000 persons and 100 CSOs have learned about the local solutions, primarily in Belarus and Ukraine.

Target groups

'- The target group for the national analysis is ultimately the people in the countries, while the redirect target group are energy planners, policy makers, and stakeholders involved in climate and energy planning as well as interested journalists. 100 – 150 in Belarus and 150-200 in Ukraine. - For the municipal level activities, the ultimate target are the people living in the three municipalities, in total 150.000, while the direct target group is municipal officials, local stakeholders, local media, and interested local CSOs and people, in total around 100 in each municipality, in total around 300. - For the activities towards people, we will directly involve around 50 for tests while we expect to reach at least 5000 that will get information about it via media and social media. - For outreach to other countries via seminar and INFORSE newsletter etc., the target group is people in CSOs as well as others interested (it will in the form of public information, freely available from websites). We expect to reach 1000 via seminar, newsletter and email while a total 5000 will get information via websites, social media etc.

Med det formål at styrke Civil Society Organisationer - CSO’er, der vil fremme klimaindsatser og omstilling til vedvarende energi i Østeuropa og specielt i Ukraine og Hviderusland omfatter projektet følgende arbejde for: -- Øgede nationale indsatser for bæredygtig energi i Hviderusland og Ukraine med forslag og advokering for dem, samt med information og vidensudveksling blandt CSO’er. -- Mere ambitiøs kommunal omstilling til vedvarende energi med redskaber til at forbedre deres planer for bæredygtig energi og klimaindsatser, samt med forslag til kommunal energi-management og med advokering for borgerinddragelse. -- Øget CSO og borgerinddragelse i omstilling til bæredygtig energi med fremme og fundraising for energivejledere til borgere, med fremme af simple og økonomisk overkommelige løsninger som borgere selv kan lave, samt med CSO seminar og netværk. ENGLISH SUMMARY: With the objective of strengthening CSOs promoting climate action and transition to sustainable energy in Eastern Europe, particularly in Ukraine and Belarus, the Project will work for: - Increased national actions for sustainable energy in Belarus and Ukraine with proposals and advocacy for them, as well as with information and exchanges with CSOs. - More ambitious municipal transition to renewable energy with tools to improve municipal Sustainable Energy and Climate Action Plans (SECAPs), with proposals for municipal energy management systems, as well as with promotion of citizens involvement. - Increased CSO & citizens involvement in sustainable energy transition with promotion and fundraising of citizens' energy advisors, with promotion of simple and affordable energy solutions that citizens can do, and with CSO seminar and networking.
