Overall targets

Promoting inclusion and empowerment for the most severely disabled people in Kyrgyzstan (Strengthen the rights of the disabled).

Immediate targets

Building a partnership between ASWKR and europeanhouse.org as a new platform for international cooperation on inclusion of people with special needs, and empowerment of actors (authorities and civil society dealing with inclusion).

Target groups

Selected members for upgrading of professional skills as trainers for ToT of ASWKR network of community based social workers: for this pilot activity selected from areas with an infrastructure of NGOs or interest groups dealing with disabled/and their families, social service centres and universities for socalworkers, this to ensure dissemination of lessons learned via advocacy activities; the areas will represent all of the 7 regions (north and south) of KR in order to form the basis for a dissemination process later on. Selected representatives of disabled (NGOs or interest groups) for skills training in involvement in local community work: Selected students for professional skills training from selected universities dealing with social work and approved for official VET training (vocational education) with diploma, this to ensure quality. National and local actors dealing with implementation of “Strategy of Development of Social Protection of the Population of the Kirghiz Republic for 2012 - 2014” (adopted by the Kyrgyz Government 2011) which emphasizes the need to establish services for the most vulnerable groups. Approximately 175 – 200 persons will take directly part in the PA 2012. There will be an overrepresentation of women due to the fact that 95% of social workers are women. For the disabled there will be an equal representation of men/women.

Breaking the Ways: Inclusion in Kyrgyzstan har til formål at fremme inclusion og empowerment for de mest handicappede grupper gennem et øget samarbejde og partnerskab mellem deh – europeanhouse.org og Association of Social Workers in Kyrgyzstan. PA 2012 skal gennem træning af trænere (175 – 200 personer) og nogle få hands-on aktiviteter styrke evnen til at emplementere aktiv deltagelse og udviklingsmuligheder for og med de mest sårbare grupper. Idéen er at sikre deltagelse af civilsamfund og NGOer i denne implementeringsproces med socialarbejderne som aktive og kompetente forandringsaktører. Der fokuseres på fortaler- og faglige aktiviteter, der kan repliceres lokalt. Herudover skal PA 2012 lægge grunden til det videre partnerskab gennem at udvikle egentlige projektansøgninger, der kan fortsætte indsatsen i 2013-2014 og videre.
